Parliament Ratified Border And Resorts Agreement
The Kyrgyz parliament ratified the proposal for property law regulation of resort properties at Issyk-Kul lake in Kyrgyzstan.
A total of 59 deputies voted for the resolution and 17 voted against,with no abstainers. That means, a Kyrgyz parliament passed the law granting to Kazakhstan 4 resort properties.
The resorts “Samal” , “Avtomobilist”, “Olimp” and a sanitarium resort of the Kazakhstan University were built at the time of the Soviet Union with Kazakhs’ money.
According to the agreement, Kazakhstan should bring the resorts to 3 or 4 stars hotel level, provide for the year-round operation of the resorts, increase the flow of tourists, and increase the employment of the local inhabitants and others.
Also, the Kyrgyz parliament ratified an agreement between Kazakhstan and Kyrgyzstan over the Kyrygz-Kazakh border.
A total of 65 deputies voted for the measure and 14 voted against, with 3 abstainers. The Social-Democratic party abstained from voting, and the Communist party announced they were against ratification.
At the present time, Kyrgyzstan hasn’t legally established borders with Kazakhstan. After ratification, there will remain only two
disputable border sectors between Kazakhstan and Kyrgyzstan: in the Talas and Issyk-Ata regions.
The leader of the “For democracy and Civil Society” Coalition, Dinara Oshurahunova told BPC, that the NGO’s would obtain the protocols for the parliament session that voted for ratification of the border and resort agreements.
“We will name everyone who voted for the transmission of the land by name. It’s a pity that it has happened. That is an indication that the authorities do not take into consideration the nation. The majority of the population was against such a decision”, Oshurahunova said.
Dinara Oshurahunova also announced that the NGO’s leaders won’t sit around on their hands and soon will gather to decide a plan of action.
Chief of the department of the Central Asia and Kazakhstan Institute of the Commonwealth of Independent States Andrei Grozin told 24.kg that the ratification of the Kyrgyz-Kazakh borders was made under pressure of the government in Bishkek.
“I think, the decision of the parliament was made under the pressure of government authorities on the threshold of Kyrgyzstan President Kurmanbek Bakiev visit to Astana. It would be difficult to explain to the President of Kazakhstan Nursultan Nazarbaev why the question of the transmission of the land and borders has not been solved in such a long time”, Andrey Grozin told.
