“System of unified window” in Kyrgyzstan

If an entrepreneur now has to go through 16 state institutions to get his company registered, soon there will be only one institution will register the business. The new decree will substantially speed up the process of registration of new companies and thus determine the economic activeness within the country.

Akylbek Japarov, Minister of economic development and trade said that the analyses of current institutions and UNDP report allowed finding out that according to existing legislation our entrepreneurs have to register their business in all 16 state institutions. This is a big obstacle for businessmen. That is why during the first quarter of this year we will introduce a new system according to which a businessman will have to register his business only at one institution.

This principle is called “system of unified window”, which allows registering business and getting all the papers done at one certain institution. Such system functions in many other countries of the world and CIS countries. Recently the system was successfully introduced in Georgia, in Astana and Almaty, Kazakhstan and even Azerbaijan, Armenia and Ukraine attempted to adopt it.

Japarov told about the experience of Georgia which is being followed by our state. This way, all the obstacles and problems faced by entrepreneurs in registering their business are being removed. The Ministry also intends to reduce the number of required documents and procedures during the process.

The Minister has also expressed his concern over another obstacle of the businessmen, the activity of whom is being currently controlled and checked by 23 different state bodies. He promised to change this rule as well. According to him, only one fiscal body will be legally entitled to check firms and companies.

He concluded: “The reforms are close; we should understand that we are building capitalism today. We build market”.
