Another human rights activist arrested

Yesterday Maxim Kuleshov, Chair of Public association “Peace-Light of Culture” and a human rights activist organized a campaign in support for democracy. However, it was immediately stopped as he was detained by police officers when he was seen with the poster saying: “Dusik, you are not right!” Dusik is the nickname of Bishkek mayor Daniar Usenov.  He notified the local state authorities about the planned campaign two days before, however police officers say that he did not have a permission to hold the campaign as he did not notify the authorities 10 days in advance. 
           
Maxim’s campaign was to support the right of people to peaceful assemblies and his campaign would start a series of campaigns to advocate and to enforce human rights in Kyrgyzstan. Usurpation of power by one person after the past parliamentary elections, adoption of anti-constitutional ruling forbidding conduct of rallies, enforcement of practices of democratic freedoms were the main reasons for protesting in front of the Mayor’s office.

He said he intended to hold campaigns on different subjects. For example, he planned to hold the campaign entitled “Bubbles of tyranny”: soap bubbles will drop to ground and burst. It would be the symbol of tyranny’s fall, said Maxim Kuleshov. Kuleshov described another campaign he planned called by him as “Run, dollar, run”, where a person resembling a dollar was supposed to jog from the National Security State Committee’s building, pass by the Ministry of Interior, Parliament and Government House and then finally reach Bishkek Mayor’s Office.

Several hours before he was detained by police officers he said to AKIpress correspondent:

Dollar will symbolize buck’s run, [bucks - President’s nickname] which rate is dropping and then is going up. The campaign entitled “Candles of Democracy”, where the column of candles will be lit in different parts of Bishkek, will symbolize freedom fire of young people who want changes to the better in their country. Of course, there will be political posters - it is natural, it gives our people hope for better life. Such campaigns and many others will be held in Bishkek and may be in different parts of Kyrgyzstan,” said Maxim Kuleshov several hours before his detention by Bishkek police.
