Political week of Kyrgyzstan

This week has been very rich for political news in Kyrgyzstan. The new Constitution of Kyrgyz Republic was adopted on the referendum, which took place on October 21 and then later signed by the president Bakiev.. Shortly after that the president signed the decree on the dissolution of the Kyrgyz Parliament and the resignation of the government. New parliamentarian elections will be held on December 16 this year, and about fifty political parties applied for participation in these elections. Also, Melis Eshimkanov, former active member of opposition, was appointed as the head of the National Television and Radio company. Two weeks ago Bakiev changed the mayor of Bishkek.

Since April, there were very few political news in Kyrgyzstan, and now just in one week so many things happened. One would think that it was a coincidence, but probably it was a chain of thorough thought-out actions. The story began month ago, when two opposition parliamentarians appealed to the Constitutional Court to revoke the constitutions which were adopted in November and December in 2006. Not very many people were happy with December constitution and people did not protest about this appeal. The Court revoked the constitutions and the decision about new referendum was made very quickly, and project of the Constitution was introduced without big discussions in society. When Bakiev was asked about the hurry he replied that the opposition and the society were criticizing him for being slow in adopting a new constitution. It is right, but he had been delaying it during since March 2005, almost three years, and now he did it within few weeks.

One of the reasons of March events in 2005 was the parliamentarian elections, when a few opposition candidates were not elected. The elected parliament consisted mostly of Akaev’s “Alga Kyrgyzstan” political movement members. However, after the resignation of Akaev, the parliament, which was the basic premise of people protest, was not resigned. The new president and the new parliament found the ways of cooperation, which lasted two and a half years. Now the authorities need a new, more loyal parliament. Bakiev and his associates created a new party, Ak-Jol, which already gathered quite a few famous politicians in Kyrgyzstan. At the same time, several key members of opposition party Ak-Shumkar left it.

December would be a good timing for elections for Bakiev, since if there are disputes fewer people will be willing to protest in holiday period in the eve of New Year and in January and it will be pretty cold outside. A new wave of political struggle is coming and Bakiev and his team showed themselves as smart players, while opposition is not united and is not as strong as it was a year ago.
