International community criticizes the referendum
There is a heavy criticism going on in the country among local NGOs, representatives of the civil society and opposition members over the referendum on 21 October. International bodies also express their opinions regarding the referendum. They are voicing concern over the violations and irregularities of the recent referendum on new Constitution. For example, the statement released by the German Embassy in Kyrgyzstan to local mass media on behalf of the EU chair-country reads:
“The EU presidency welcomes referendum as a step to the solution of the Kyrgyz constitutional conflict and hopes that it will promote the development of structural reforms and economic growth. However, the EU admits the concern of the OCSE, local public organizations and political parties over the referendum irregularities. The presidency would like to remind about the 2 Article of the Treaty of partnership and cooperation between the EU and Kyrgyzstan. According to the article, the respect of democracy, international law and human rights support domestic and foreign policies of the sides and make them the main element of partnership”.
Furthermore, according to the statement of the U.S. Embassy in Kyrgyzstan the international standards were not met during the referendum.
“We note the limited progress that the Kyrgyz Republic demonstrated in the conduct of the October 21 constitutional referendum, including the Central Election Commission’s preparation of the polling stations and necessary materials. Domestic election monitors were allowed to observe the voting process. However, we share the concern of the Organization for Security and Cooperation in Europe about reports of irregularities, including credible reports of ballot-box stuffing and inflated voter participation figures. The referendum did not meet the international standards to which the Kyrgyz Republic has committed itself”.
“We urge the Kyrgyz Republic to move forward on a path to greater democracy for its citizens by improving the process for its upcoming parliamentary elections. In contrast to the limited public engagement and short time allowed for the referendum, we urge that the date for expected parliamentary elections be announced well in advance. Allowing sufficient time for the preparation of voter lists, the organization of political parties, and open public debate will give the Kyrgyz people a chance to choose their leaders in a fair, inclusive, and transparent process”.
