.Activists of the Kyrgyz movement “Supporting reforms” on September 12th organized a rally to support its leader Omurbek Tekebaev, who recently was arrested in Warsaw for drugs possession, but than was released. The story starts on September 7th ,when in the luggage of the parliamentarian 500 grams of drugs were discovered. Narcotics were allegedly packed into the doll that smelled like vinegar. According to specialists, it is exactly heroine that smells this way, but not that intensively.
On September 8th the court in Warsaw dropped all initial allegations. The statement of the court read:

We are convinced that Tekebaev- one of the leaders of the Kyrgyz opposition- became a hostage of political conspiracy. We also didn’t find his fingerprints on that doll. It was also very suspicious that Interpol got an alert from Kyrgyz secret services about 3 people allegedly connected with Hizb Ut Tahrir and traveling to Poland on Turkish Airlines ”.

Now it doesn’t make sense any more to speculate on whether Tekebaev was involved into criminal activities. The answer is clear- no. Lots of people agreed that it was just a provocation. The vital question now is who staged this capture of “drug dealers”. We’ll try to address this question considering different opinions and versions that emerged after the release of Omurbek Tekebaev.

So here are the versions about possible provocateurs aiming to discard the leader of the movement “Supporting reforms” Omurbek Tekebaev:

Version 1: Powerholders. In the very first day of this drug scandal Kyrgyz MPs, leaders of NGOs and political parties in one accord started accusing special services of Kyrgyzstan. According to the representatives of the “Democratic Unity”, this provocation is one of the first signs, demonstrating that authorities are eager to turn Kyrgyzstan into a police state. DU statements reads:

Negative attitude towards the opposition, neglecting democratic principles and the use of force while dealing with political opponents signify democracy backlash in Kyrgyzstan”.

As one of the Kyrgyz human rights advocate Tursunbek Akun confirms, Tekebaev’s detention in Warsaw was a result of a provocation, organized by the Kyrgyz Ministry of Interior, the Service of National Defense and Kyrgyz Customs.

The leader of the Coalition “For Democracy and Civil Society” Edil Baisalov states:

“Law enforcement agencies are afraid to even start investigating this case since they know that in the course of this investigation some well known names can emerge ”.

Polish special services also admitted that the conspiracy and provocation took place in the case of Omurbek Tekebaev.

Version 2. Opposition. Spreading glossy pictures and positive messages does not restrict the activities of political technologists. Black PR is comparatively new to Kyrgyzstan, but it doesn’t mean that it can’t be successfully tested here. The trick with producing political martyrs is not a new one. Plus the opposition in Kyrgyzstan needed a scandal that could successfully open a new political season. With the drug scandal everything looks perfect: there is a “legitimatwe” reason to accuse authorities in provocations and spark massive public outrage. Exactly what is needed for the new Kurultay organized by two opposition movements “Supportin reforms” and “Asaba”.

Version 3. Provocateurs. According to Kyrgyz president the situation with Tekebaev is bizarre and scary at the same time. Kurmanek Bakiev explaines: “I first though it was a weird mistake but than I realized it was a provocation. What happened is yet another testimony for the fact that there are people in Kyrgyzstan whose aim is to destabilize the situation ”
One of the Kyrgyz parliamentarians Kamchybek Kashiev supports the version of the president: “

We can not tie up our government with this accident with Tekebaev. This is, indeed, a provocation - a provocation against the state and its leaders. ”

Currently all three versions are investigated by the Kyrgyz bureau of Interpol. At the moment the Service of National Defense also questions a number of own stuff members ,who, theoretivally, can be involved into the fabrication of Tekebaev’s case.
