Handling terror threat in Kyrgyzstan

Security services of Kyrgyzstan are afraid of another Batken war. Today they officially warned that terrorists are preparing the tactics of the “no-rules-war” aiming Kyrgyz cities and villages.
This announcement was made amidst the polemic of the Serivice of National Security with some of the oppositional politicians over the methods used to prevent extremists’ strikes in Kyrgyzstan. Thus, according to one of the Kyrgyz MP’s Azimbek Beknazarov:
“the latest special operations in the south of the country are just inflating anti government feelings among ethnic Uzbeks. Kyrgyz law enforcement forces have already ruined their reputation after a number of incidents with local population. They are actions are often unlawful As a result innocent people are suffering.”
Officials in Kyrgyz special services on their part denied all allegations stating, they are “not engaged into religious skirmishes but keep fulfilling their duties when it comes to the fight with terrorism, and preserve law and order in the country. All actions that are being taken are in accordance with Kyrgyz law. ” As a reply to Beknazarov’s accusations Service of National Defence issued a statement, emphasizing that: “ Azimbek Beknazarov’s allegations are based on nothing. We never chase anyone on the basis of religion. Terrorism cannot be of an Uzbek or Kyrgyz descent. The ideology of terror is foreign to any nation or country. ”
According to SNC, all recently detained people belonged to the cells of the Islamic Movement of Uzbekistan, whose goal was to destabilize the situation in Fergana Valley. They were engaged into devising new tactics of the no-rules-war where civilians are used as a shield in the fight.
SND representatives also didn’t confirm the information about creation of the joint Kyrgyz-Uzbek anti terror alliance during the meeting of the heads of special services of respective countries. SNC in their statement as well deny allegations in the practice of killing suspected terrorists on the spot. According to the mentioned document:
“Special services are interested in capturing IMU extremists but not in killing them. Our point is to get as much information as possible from this people so that we can work more efficiently. Though sometimes their extermination is inevitable since these people obsessed with ideas of Jihad don’t hesitate a second in aiming their guns at us. In such situations we respond adequately. ”
As officials confirm it was exactly the case with 5 extremists killed on July 14 in Jalal Abad. According to SNC information all those killed were members of the Islamic Movement of Uzbekistan with a record of being involved into terrorist acts. They were also allegedly involved into the attack on Kyrgyz policemen when one officer was killed and several other injured.
Though the arguments of SNC didn’t seem reassuring for the Kyrgyz ombudsmen. Tursunbay Bakir uulu is afraid to fall victim to one of the special operations of special services. In his opinion:
“the latest events in the south of the country carry lots of imprints of the activities of Uzbek Secret services. They keep chasing people based not having any real evidence of their fault, they keep fabricating facts. The most recent case is the death of the muftiy from Kara Suu. Officials first said that he had ties with extremists but than came up with an idea that he, himself, was just a hostage ”
According to the information of the ombudsmen, recently Uzbek secret services detained 23 Kyrgyz nationals on the territory of our country, brought them to Uzbekistan and started trials against them. Bakir uulu warns that such actions in the future can provoke public outrage and lead creating of the Islamic Movement of Kyrgyzstan.
Nevertheless Kyrgyz special services came up with demand to extremists to surrender before September 1st. “Those not willing to give up their activities will be punished”, reads an official statement of SNC. Currently representatives of the Service of National Security and the Ministry of Interior Affairs are searching for extremists responsible for the border skirmish when 6 Kyrgyz officers were killed. SNC announced 2,5 $thousand award for any information regarding the incident.
According to officials the call to surrender already resulted in several people showing up the department of Special Security in Osh. All of them were allegedly involved with the prohibited extremist movement Hizb ut Tahrir.
